Would the Oakland Cruise Ship Housing Fly into "International Waters"?

I feel like if Oakland succeeded in housing the Homeless, would a Cruise to Honolulu be "International Waters"? There is a reason the Bay Area, People are Loyal to their Soil like E-40, and generally, most people play by the rules, pay their taxes, and not try to rock the boat too hard.

If we let "International Waters" go like The Simpsons "The Mansion Family", it would be like every Weekend would bleed into every day. Usually, the Gulf of Mexico would be a tempest compared to the other big bodies of Water, and I'd think the only thing our current set of officials could do is "Rock the Boat".

If we where serious about "Rocking the Vote", we'd not necessarily be lusting over Women for any reason. If we where serious about "Rocking the Vote", we wouldn't hate School like we'd hate Church. And if we where serious about "Rocking the Vote", we wouldn't be hiding like it is fashionable!

The catch-all would be financial, and financing is not a limitless resource like Air and Water are not limitless resources. I'd feel it would be out of my experience where you replace a Great One with a Great One and people would still split.

I don't know how much we'd throw at being responsible for everything, but, would Hyperbaric Chambers and Ultrasound Machines that would stop Women wouldn't be them. The reality there would be looking for ways to pay for things that didn't involve our own pockets. People would rather'd be safe rather than have to be cowed out of hiding.

The reality is the Bay Area would be just as notorious as Tokyo on being ahead on the rest of the World, but, not have a lot beyond just having a lot. I'd feel like the 4th Wall on my "Rocking the Vote" tangent includes undue influence! Willie took away better leadership and I'd feel guilty I don't have reasonable leadership to look up to in my Adult Life and I'd rather not have any General Managers. I'd feel and believe if anything had to do with anything, it is the alleged outage of competent leadership.

People wouldn't just give us things, people want other people, if not themselves, to work through Crisis Management and Roadmaps. There is not the Bonus Rounds of Reasons of the Pennant to Save the Program at Christmas. That doesn't mystically resolve the family table. That doesn't mystically resolve having things be everything rather than having room to grow and develop. Focus and Skills can't be lost again, and we can't be just lost.
